Features

Since 1997, Mr. Zaini has been an active practitioner in energy efficiency (EE) industry in Malaysia and held various energy related positions in local and multinational companies and in the government sector. He started his career as an energy consulting engineer before embarking into integrated facilities management services to strengthen his hands-on experiences by applying his EE knowledge in the daily operation and maintenance activities.

He joined the Energy Commission in 2004 and then became the head of Demand Side Management Unit to spearhead the EE programmes by the government. He was attached at the Ministry of Energy, Green Technology and Water in 2010 to lead the project team to implement EE initiatives under the Economic Transformation Programme and assigned to assist the ministry in the National EE Master Plan Study. Then Mr. Zaini moved to Sustainable Energy Development Authority Malaysia in 2011 as the Director of Energy Efficiency. His tenure in the government sector has exposed and connected him with key personnel in agencies and organisations related to energy sector such as IEA, UNDP, UNEP and in countries such as Japan, Thailand, Denmark, Indonesia and Singapore.

In 2012, Mr. Zaini re-joined the private sector to continue his passion the energy efficiency industry by providing consultancy services using his vast knowledge and experiences. At present, his services include energy management consulting as a registered electrical energy manager for over 30 installations, energy cost reduction through the adoption of energy management system based on ISO50001, studies for sustainable energy management related policies with strategic roadmap development, implementation and reporting. He also provides training and capacity development programs design and delivery to develop and implement effective energy management programs for various organizations.

Mr. Zaini has been invited regularly to talk at forums, conferences and awareness  programs locally and also international on topics related to energy efficiency.

He used to  columnist in the online newspaper The Heat and the Green Plus Magazine where he writes on EE topics and actively participating in online media and social media platforms through sharing EE related articles and other materials to promote EE to wider audience. Mr. Zaini had also been invited as an expert to share his views on energy efficiency issues in the printed media and TV and radio stations.

Energy Efficiency and Conservation (EE & C) Act Drafting for Malaysia (2018-2019)
Organisation: Ministry of Energy, Science, Technology, Environment and Climate Change.

The drafting of the new act for EE implementation at the demand side of energy sector in Malaysia which covers electrical and thermal energy. The drafting and enforcement of a dedicated EE & C Act for Malaysia is one of the key recommendations from the Demand Side Management (DSM) Preliminary Study for Malaysia that was performed previously.
Appointed as a Committee member for the New EE & C Act drafting committee for electrical and thermal energy consumption at the demand side headed the Deputy Sec. Gen of MESTECC and the drafting working group for Efficient Management of Energy Regulations under the New EE& C Act.

Demand Side Management (DSM) Preliminary Study for Malaysia(2016-2017)Client: Economic Planning Unit, Prime Minister’s Department – UNDP Malaysia

DSM has been identified as one of the SCP strategies (Strategy B3- Enhancing DSM) and assist Malaysia in achieving the 45% reduction in GHG emission intensity of GDP compared to 2005 level. To support the country’s long-term efforts on energy demand which will include electricity, thermal energy and energy in transport sector by developing the DSM masterplan as stated in the 11th Malaysia Plan. The study is the first stage of the preparation of the DSM Master Plan Document in 11th Malaysia
Planned with the objectives to determine scope of works, identify focus areas and to set the boundary for a comprehensive DSM study for Malaysia. The outcomes from the preliminary study would provide basis and direction for the Economic Planning Unit before embarking into a comprehensive demand side study for Malaysia.

Federal Building Energy Management Programme(2015-2016)Client: Department of Works Malaysia – UNDP Malaysia

The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

This work is part of component 1 of BSEEP. This component will address the identified barriers concerning widespread implementation of energy management activities in the government sector. It is well recognized that there are potentially large energy savings to be reaped by systematic and continuous activities to manage energy consumption in individual organizations.
The work will be used to support the roll out of the Malaysia Federal Building Energy Management Program by implementing and revising the already developed comprehensive energy management guideline for the Government of Malaysia Appointed as the consultant.

Public-Private Partnership Development in Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area and IMT GT - IMT-GT Green Cities and PPP Study(2012-2013) Client: Atkins China Ltd for Asian Development Bank

The overall project covers sustainable energy, transport, urban development, clean financing and solid waste and wastewater management and involved in reviewing current plans for municipal energy efficiency (buildings and streetlights)and distributed renewable energy systems (solar water heaters, and a solar PV plant and undertake a preliminary assessment of energy services company (ESCO) activity in the cities and prospects for increased involvement of ESCOs in scaling up EE investments in the cities. Based on the assessment, then developed an estimate of the market potential in these sub-sectors in each city considering, number of installations, technology deployed, existing master plans (for 2015 and 2020), programs and incentives, and applicable technologies/best practices
